Abstract
The current research aims to design a risk assessment approach in accordance with ISO 31000:2018 in the Iraqi Ministry of Interior and its formations by preparing a guiding guide that outlines the outlines for starting the operation of the risk management system. The level of the ministry and its formations according to specific criteria according to the requirements of the strategic plan of the Ministry of the Interior (2019-2023), Personal interviews with a number of security leaders in the ministry under study were adopted, as well as direct observation of the workflow in it, which helped the researcher to apply the proposed experiment in her study, so the research came out with many results, the most prominent of which was the weakness in the risk management culture of the Ministry of Interior with regard to planning and implementing its work This makes the ministry rely on immediate procedures and rely on experts and consultants in its field of work when its business is exposed to sudden dangers And that the Iraqi Ministry of Interior is no longer a working mechanism for dealing with risks, despite the existence of a quality department specialized in the application of specifications. Therefore, the risks that the Ministry worked with are strategic risks, while the operational risks are also no less important than the strategic risks that have not been evaluated, and this leads to To deal with all risks with the same importance, despite the varying results of their evaluation, so there is no evaluation process for the priorities through which to focus on each of these risks. The researcher recommends relying on the risk management system in the strategic planning process of the Ministry of Interior by relying on the proposed guide in the study, and applying the risk management system in all areas of the Ministry of Interior’s work in order to avoid difficulties and emergency dangers in the work environment by adopting the procedures contained in the proposed guide in the study.
