Abstract

The researcher addressed in her study the essential impact of digital literacy on the development of human resources skills. The researcher's goal of the study was to diagnose and measure the organization's ability to eliminate digital literacy (technical requirements, , financial requirements,) and to employ this ability in the processes of developing human resources skills. The researcher started from the importance of the study in enhancing work methods and the smoothness of service provision using modern methods and methods, adopting electronic applications, and addressing work bottlenecks that require digital skills, which can be provided through digital literacy treatments within the organization under study. This is done by providing the basic requirements that help the organization limit or reduce digital illiteracy to the lowest level among human resources. The researcher used the questionnaire as one of the tools to collect data and information for the study, in addition to providing data and information related to the reality of work. The study community consisted of (department and division managers and employees) numbering (1884) and the sample was (320) individuals. The problem of the study was represented by the presence of weakness and a decline in the level of human resources skills in the directorate due to the high The levels of digital literacy of these resources.
Finally, as a result of the research process, the researcher arrived at a set of theoretical and practical findings, recommendations, and proposed mechanisms to diagnose the reality of the organization under study. Among the most important findings was the existence of a statistically significant impact of digital literacy on the development of human resource skills. The impact value was (0.80). The most important conclusions were: (Digital literacy among human resources within the organization under study has a positive impact on their skills, helping them keep pace with digital developments occurring in the labor sector). The most important recommendations reached by the researcher at the end of the study were: (Working to hold seminars between units within the organization and other relevant organizations to increase human resource expertise and provide them with advanced skills to guide them toward eliminating this type of illiteracy). The proposed mechanism for implementing the recommendation was: (Developing human resource ideas on how to use modern technologies in crises that occur to the organization from time to time by organizing and focusing on the learning process).
