Abstract
The debate is raging about the objective evaluation process of the licensing rounds contracts and their impact on contributing to correcting the imbalances in the Iraqi economy, as many opinions have been raised, some of which were in favor and defense, or rejection and criticism of those contracts. Between these two cases, another opinion emerged, which sees the necessity of continuing the negotiation process with foreign companies, and making amendments by investing one of the paragraphs of those contracts that allows amendments to the contracts by agreement of both parties in a way that serves the interest of the Iraqi economy in correcting the structural imbalances at the level of production, the general budget, and the structure of foreign trade.
The research aims to show the size of the financial losses incurred by the Iraqi economy during the period of the oil licensing rounds contracts.
The research is based on the hypothesis that the licensing rounds did not have a real impact in addressing the imbalances in the Iraqi economy.
The most important conclusions reached by the research are the validity of the research hypothesis that the licensing rounds did not have a real impact in addressing the imbalances in the Iraqi economy, but rather incurred financial losses amounting to 36,336,329.701 billion dollars for the period (2010-2020) and were estimated in the future to reach 91,879,389.701 in 2030.
